the <feature tag was terminated with a /> at the end. I changed that to

<feature ..... >
</feature>

no dice.

The jars look ok (to me) in winzip:
plugin jar--
com (dir structure contains all .class files confirmed)
icon (dir contains a few needed image files)
META-INF (dir contains MANIFEST.MF)
plugin.xml

features jar --
META-INF (dir contains a manifest that is basically empty)
feature.xml
